U10 DISTRICT FESTIVAL RULES

    1. Teams taking part are Development Teams from the 4 Hampshire Districts. They will play against each other twice to decide the league winner followed by a presentation evening at the Rose Bowl at the end of the season
    2. The first 3 fixtures will be played on the first 3 days of Summer Half Term (May). The second 3 fixtures will be played in July. An abandoned match CANNOT be re-arranged.
    3. All matches to start at 11am, unless otherwise stated, at a venue determined by the Development Officer.
    4. Teams to consist of 12 players with 11 to bat and 11 to be on the field at any one time. Each player from your squad plays a minimum of 2 games.
    5. Teams to rotate players: eg – (Batting order – Bowlers – Selection 16 or more players) All players from the winter county programme to return to districts. Batting – not the same to order, to allow batsman from down the order to bat in top 5, to keep rotating the top 5. Bowlers – Different bowlers given the opportunity to bowl in different situations.
    6. Matches will be 40 over games with bowlers bowling a maximum of 6 overs each. Two new balls will be used. All MATCHES: a tea interval of 20 minutes will be taken after 40 overs have been bowled. Should a team be bowled out inside 40 overs tea will be taken at the discretion of each Team Manager.
    7. Should matches start after the scheduled time due to inclement weather or other cause, during the innings of the team batting first, the overs per team will be reduced by one over for every 6 minutes lost.
    8. Unless bowled out earlier, the team batting first should bat for number of overs allotted prior to the start of the match. Declarations are not permitted.
    9. Should time be lost due to weather or any other cause during the innings of the team batting second, then overs will be reduced for each 3 minutes lost.
    10. Each side should receive 20 overs to constitute a match. ALL MATCHES - no match should start after 3.50pm with tea taken. The final 20 overs in any match must begin NO LATER than 5pm.
    11. Should the loss of time result in less than 20 overs being available to the team batting second, the match shall be abandoned. Abandoned matches will NOT be re-arranged.
    12. Should overs be reduced in the second innings of a match the runs required to win will be the average runs per over total of the team batting first, in the number of overs allocated to the team batting second
    13. The outcome of each match will be on a win/lose basis.
    14. Points will be allocated to each team as follows: -Outright win 12pts – Tie 6pts - Abandoned match 6pts.

      1 75 runs 1 2 wickets

      2 100 runs 2 4 wickets

      3 125 runs 3 6 wickets

      4 150 runs 4 8 wickets

      5 175 runs 5 10 wickets

      Teams batting second and winning will receive 1 batting point for every 2 wickets in hand up to a maximum of 5 points.

    16. ECB Fast bowling directives shall apply.
    17. League positions will be based on the number of points obtained by a team per match. In the event of 2 or more teams having the same points average, the team winning the most matches shall decide the highest position in the table. Should that be equal, the team taking most number of wickets shall be highest. The outcome of the match between the 2 level teams will decide the outcome in the final instance
    18. Players must be under the age group they are representing on 1 September the previous year.
    19. Each District Association to appoint a match umpire.
    20. After the 3rd fixture in May the County U10 manager and coach will assist district managers to select teams to play in a representative fixture "New Forest/South East Select XI" vs "North/Winchester Select XI". Performances during the festival and representative fixture will inform selection of players for County Fixtures throughout June/July. All players, regardless of their involvement in County Fixtures, will be made available for district festivals in July. Performances throughout the summer will inform selection of players for the remaining County Fixtures and the U11 Winter Development Squad of around 14 to 16 players- to be announced in September/October.
    21. The Development Office will be responsible for making the final decision if necessary.

RESTRICTION ON THE PLACEMENT OF FIELDSMEN

Two semi-circles shall be marked on the field of play. The semi-circles shall have as their centre the middle stump at either end of the pitch. The radius of each of the semi-circles shall be 20 yards. The field restriction area should be marked by ‘dots’ 7 on each side, 14 in total. Each ‘dot’ to be covered by a white plastic or rubber disc.

At the instant of delivery, there may not be more than 5 fielders on the leg side.

Six fieldsman (2 of which are catching) plus the bowler and wicket-keeper must be inside the field restriction marking at the instant of delivery for the first half of the allocated overs.

For the second half of the allocated overs, four fielders plus the bowler and wicket-keeper must be inside the field restriction marking at the instant of delivery.

In the event of an infringement of any of the above fielding restrictions, the umpire at the striker’s end shall call and signal "No Ball".
